Working closely alongside the Corporate Affairs and the National Commissioning Leads , the Director of Pricing & HEOR will play a technical and strategic leadership role in the Market Access (MA) and Corporate Affairs (MACA) team responsible for supporting disease areas in hematology, oncology and I&I, defining long term strategy and pricing initiatives for the wider pipeline. The individual will lead and manage members of the Health Economics & Outcomes Research (HEOR) team (currently 4 FTEs), as well as play a key role in determining the overall MA strategy across the Celgene portfolio, reviewing reimbursements submissions and ensuring high probabilities of success. The ideal candidate will have a strong health economics background and success rate within the pharmaceutical industry, established relationships with HTA and government officials involved in the reimbursement of medicines, Patient Access Schemes, and wider related policy issues, (across the UK and Ireland), and will have a strong interest in shaping the wider environment to enhance patients access to medicines, and reimbursement policy development from a technical / methods perspective. They will ideally have prior experience of people management and be a strong leader capable of supporting, coaching, mentoring and inspiring other members of the team and able to deputize for the Sr. Director, Market Access & Corporate Affairs, as and when needed. They will be accountable for, and have oversight of, the total HEOR budget and drive best practice, encourage best practice sharing and identify and leverage appropriate synergies when contracting with external agencies. A strong team player, this individual will play a part in the wider operational leadership team at the affiliate level and form close collaborative working practices with European and global HEOR /MA counterparts.


Responsibilities Include, But Are Not Limited To


  • Lead and manage the pricing and HEOR team within the MACA function – driving consistent and high quality support across the portfolio, establishing a high performing and collaborative culture as well as thinking strategically around how best to achieve timely access to Celgene’s medicines on behalf of patients.
  • Leadership on and accountability for the quality of Health Technology Assessment (HTA) submissions for Celgene products in the UK and Ireland, in close cooperation with Medical and Marketing colleagues, and for the development of patient access schemes or innovative pricing models that could favor timely access.
  • Strategic forward planning for new indications for existing products and the future pipeline in the context of optimising local, European and global revenues
  • Ensures global Phase II and III research plans reflect the evidence needs of the UK HTA environment to maximise likelihood of future approvals – this will include but not be restricted to real-world evidence planning, identification of trial endpoints that will be valued by HTA agencies in the UK & Ireland, identification of sub-groups etc.
  • Leverages strong relationships with Celgene field-based professionals to identify HEOR solutions to maximise uptake of Celgene products post-launch
  • Has competitive intelligence, identifies early opportunities and threats in the market and develops comprehensive access strategies to benefit from opportunities and to disarm threats. This includes working closely with National Commissioning and CA to advice on access barriers to be overcome as a MACA team.
  • Develops innovative access models leveraging evolving changes in healthcare delivery at subnational level
  • Lead the HEOR team in the management of external HTA consultants/agency relations, developing key performance indicators (KPIs), evaluating performance, driving cost savings and efficiencies across the different disease areas.
  • Represent Celgene at high-level industry forums, such as ABPI HTA groups
  • Lead on PAS discussions with PASAG/PASLU, supporting and coaching team members in their own development
  • Support the Marketing strategies of Celgene products through an understanding of the critical importance of both national (i.e. HTA) and local (i.e. PCT / network based commissioning) Market Access for business success.
  • Working with wider MACA department to build strong relationships and Celgene reputation with health economic and clinical opinion leaders, academic think-tanks, patient advocacy groups and policy makers in the UK and Ireland
  • Contribute to the agenda and lead pricing-related discussions on the affiliate’s behalf at the internal European Pricing and Reimbursement forum to ensure alignment with global strategy, deputizing for Sr. Director of Market Access and Corporate Affairs when necessary
  • Shape the organizations strategic approach to Value Based assessment, multiple indication pricing and other key methodological changes within pricing and HTA Supporting team members to work with the Communications and Patient Advocacy team, represent the team and organisation in front of patient groups, helping them develop their understanding of the HTA process and developing their involvement and support during any future HTA reviews
  • Accountability for the total HEOR annual budget across haem/onc and I&I– ensuring quarterly tracking
  • Lead resource calculations for HEOR team and make recommendations to Sr. Director and Celgene Leadership Team (CLT) re additional resource and budgets as part of strategic and operational planning cycles.
  • Drive key projects and initiatives that help shape the future environment to enhance patient access                               


    Knowledge Required

  • MSc qualification in health economics / health policy (minimum), and evidence of ongoing study to ensure up to date academic thinking.
  • MBA desirable but not essential
  • Thought leader in the health economics and outcomes research field with a strong external profile
  • Ability to develop innovative / outcomes-based pricing strategies that are acceptable to payers
  • Expert knowledge of health economics and outcomes research, health economic modeling, patient-reported outcome measures, statistics for HTA, observational and randomized study designs.
  • Previous experience of I&I/oncology and/or rare diseases strongly desirable
  • Previous experience of eliciting scientific advice from payers on pipeline assets is desirable.
  • Demonstrated experience in developing innovative solutions to complex obstacles encountered through HTA processes.
  • Demonstrated process and technical expertise in UK and Ireland reimbursement processes

  • 10+ years experience in the UK pharmaceutical industry and/or Health Care Consulting setting
